Access to quality healthcare is increasingly an issue

An IFOP study carried out for jalma in 2011 reveals increasingly difficult access to specialized healthcare due to wait times rather than to cost:
   ●   58% of French patients declare that they have had to forego receiving healthcare from a specialized physician due to excessively long wait periods
   ●   The average wait time for a consult with a specialized physician is 44 days and can be as long as 103 days for an ophthalmologist
   ●   The wait time experienced by patients is 2 to 5 times longer than the shortest wait time offered by physicians, which clearly highlights the increasing inadequacy between healthcare offer and demand

The situation is expected to worsen in the years to come due to the projected scarcity of healthcare supply:
   ●   Medical time available to patients over 60 years of age is expected to drop by 40% in the 10 years to come
   ●   Specialties in which scarcity will be most severe are those related to chronic disorders.

In order to maintain access to quality healthcare for the majority of the French population, it is imperative to work in three different directions:

   ●   Develop group practices in order to enhance the healthcare provided by professionals
   ●   Foster all forms of delegation of medical tasks to lower qualification staff whenever possible
   ●   Create a framework as well as an economic model for the practice of remote medicine

E-health, the new frontier of health services

The French healthcare system is struggling to adapt to new economic conditions. The necessary reform of its financing continues to be put off despite unprecedented deficits. Nevertheless, genuine strides have been made. The creation of regional health agencies (ARS) constitutes a breakthrough in traditional administrative practices and procedures. Community medicine has been changing slowly but surely, and the reform of long-term illnesses financing is underway. Genuine risk management, combining both government medical insurance and private health insurers, is gradually developing.  Telemedicine and more specifically e-health are finally emerging from the shadows after years of prevarication.

We invite you to take part ina day-long training seminar on these structural changes on Wednesday, November 24, 2010. Preview copies of the Special 2011 Panorama “Ensuring Access to Healthcare for All: 12 Proposals for 2012” will be distributed to all participants.
